I am not a native of Lubbock, nor even of Texas. I was born and raised in Greenfield, Indiana, spent a couple of years living in Glasgow, Scotland, and then landed in Lubbock where I've been ever since. Have a look!

I like it when traffic is so light that my husband can stand in the middle of the street.

What does 2 yellow lines mean in the middle of the road? Here in the UK we have them at the edge of the road to indicate no parking at any time.

It means that you can't overtake anyone. A dotted line means anyone can overtake; a solid line on one side and a dotted on the other means only the side with the dotted line can overtake; and two solid lines mean no overtaking at all.
